I understand that the law says that you can use a smaller space saver wheel e.g. a 16" even though the running wheels may be 18". The  nut holes would obviously have to match

Any thoughts guys ?

As far as I'm aware legislation doesn't cover the size of space saver spares. Think the only legislation covers the limited speed capability of the space saver - e.g. these have a speed limit of, say, 50mph, which should not be exceeded.

Often the space saver wheel is smaller than the full size wheel, but the space saver tyre is usually of a higher profile (e.g. 65), which reduces any difference in diameter of the space saver wheel/tyre combination compared to the full size wheel/tyre.
