Is there a simple way to bypass the turbo over boost sensing so that the rav4 engine management no longer detect it.

was that a question? if it was, the answer is: NO

but if you only need to add latency to the readings, it can be done.

better you explain what you try to achieve and may be you'll get the help you seek...

the general idea is that if the overboost last more than 10 seconds it will trigger limp mode and you'll have to restart your engine to restore the full functioning mode.

Before trying to bypass the over boost issue I would start looking at why it is over boosting (unless you already know why) for example I had this exact same issue but it was on a 2007 Vauxhall combo 1.3 CDTI and im assuming from what ive read that when you are in high load situations like climbing a big hill or going flat out to pass someone the engine gives a dunt and loses power. If this is the case I would suggest looking at the "blow of valve" or turbo waste gate as if this is sticking or stuck it would very much cause an over boost issue issue. If the waste gate is electronically controlled could be an issue with the PCM for it if its vacuum I would check for vacuum leaks

If this is the issue then there are 2 main ways to try and sort this which are A; either replace the turbo unit or B; try and free off the waste gate or replace a faulty PCM / vacuum hose or pump. Unfortunately not a lot of info to go off of here so im just going with my knowledge and experience here, hope this helps!
