As the warmer weather approaches, i was testing the aircon, which worked ok last year, albeit was a bit weak.

However, now blowing only hot air. 

Since compressor pulley is always spinning, not sure how i can verify if the compressor is actually working.

I guess most probable issue is low/none refrigerant, since it was weak last year (did not have the car before that, so can't confirm how it was in the past).

Is there any way to verify if the compressor is actually turning on/off? Don't want to waste money on recharging it, only to find out compressor is bad.

Get a set of gauges on it by someone who is qualified and get then to do a dye test, low pressure will trip the pressure switch and the compressor will not engage

Well, i tried going uphill, and starting it, but i did not sense any noticeable difference, so could be the compressor is not engaging at all, since there's no pressure, as you say.

Last year you could feel it, but it would take 5-6 minutes to get the car cool, it was rather weak aircon, not sure if it's like that, or just it was low on fluid.
