Correct.  The original mk3 was launched before drls became required on new production.  The facelifted mk3 either classed as a new type (I don't know what the legal definition is for that) and therefore had to have them,  or Toyota chose to fit them to keep the car 'modern'.

it depends on the type approval, they may have the last of the preface lift car under the old approval

there are some major changes on the facelift cars

This all really happened a decade or so ago,  but from memory of my various car forum memberships at the time, face-lifts all seemed to get drls.
