new tires, nail in shoulder, is it fixable?

I don't think anyone commented on this,  but tires age as well as wear out.

"you should replace your tyres but once your tyres reach 7-10 years old, you should keep a close eye on their condition and consider replacing them. Tyre ageing is commonly identified by small cracks, known as crazing, which appear in the tyre sidewall."

I would err on the side of caution and use it as a spare if you don't know how old it really is.

A previous car had an almost brand new tyre when i disposed of it at 15 years. I would have used it except for the nail or screw close to the sidewall

If you insist on re-using it, fit it to the back of the car not the front. Less risk of losing control if it does blow out. A thought.

In the UK, that's not able to be repaired.

Will dodgy mechanics / tyre shop people fix it for you? 

Absolutely. I wouldn't chance my own safety, or that of my passengers - or even my car - on it.
