Headlamp main beam not working on drivers side - shutter?

Hi folks

First post, so be gentle! 😀

My wife's 59 plate Toyota IQ recently failed the MOT on offside (driver's side) headlight, due to full beam not working.  When I click the indicator stalk forward or backwards, you hear the click (the main beam shutter I presume) and it turns on and off etc. for the passenger side, but not the driver side.

I ordered new Osram HIR2 bulbs and these have made no difference.  My hunch is that it is the shutter on the offsite driver's headlight that is not working, to switch to full beam, as I understand these bulbs are single and don't have two filaments (or whatever it's called) for both dipped and full beam when needed to illuminate the road ahead fully.  Could this be a relay/fuse issue or, is it a complete new headlight.  Or, is there any fix possible without swapping out the complete driver's headlight unit.

If it is a replacement headlamp, then how easy are these to remove and fit a replacement?

Check the solenoids resistance and compare to the working one

Unfortunately, it's a replacement headlamp job IIRC it's a bumper off job to get at the lower bolts

Thanks @flash22 for the advice.  My dad had a look inside the light (the relays are fine by the way) and it looks like the shutter mechanism is failing - it's working of sorts but not fully operating.  I've ordered a 2nd hand headlamp unit and we'll fit it early next week after we've removed the front bumper etc.  The headlamp units are really diffiicult to get from any Jap or UK salvage yards.  I've got one so hoping it will fit OK and work.

Thanks everyone and thanks @flash22 for the offer of the IQ service manual.  The issue was that the headlamp shutter mechanism was failing.  I purchased a second hand headlamp and my dad fitted it for me.  All working now.
