Am I doing something wrong, the instruction book is confusing.

I have 2 symbols on the cruise Control one with a speedo and one with a car and speedo that is Adaptive speed control and operates OK when I press Set.

The other constant speed button does nothing if I go to a particular speed and set. It only works if I set the Adaptive speed first. I note a lot of Coroller do not have this 2nd button .

What am I doing wrong

If you mean the upper left hand button on the controls on the right hand side of the steering wheel, that is the speed limiter. Press that and then press set. Increase the max speed by using the up button.

That's the one that won't work, on the left of the control button.  by speed limiter do you mean none active cruise control the button with the graphic dial of a speedometer

I think you are getting confused between the 'standard' cruise control, the 'adaptive' cruise control, and the speed limiter.

In my previous 2019 Corolla Saloon, short press on the cruise control switch turned on the adaptive cruise, a long press on the cruise control switch turned on the standard cruise.
The other 'cruise control switch' turned on the speed limiter.

All systems needed to be off to be able to initialise which one you wanted, so for example, to go from adaptive to standard I would have to turn off the adaptive to turn on the standard.

It's different again on the new Corolla Cross, you can scroll through all three on the same switch, and stop on the one you want.

Thank you, I was treating it as a cruise Control 

If I could ad to this I have found a button above my head with a car symbol and off

Sounds like the button that deactivates the internal sensors for the alarm (in case you leave the dog in the car etc.)?
