Recirculate is on by default when indicator is off

Whenever I start the car from being powered off, it defaults to a mode with AC on and recirculate off.  However, we've put a CO2 monitor in the car, and the CO2 rises to >1500 PPM rapidly, which tells us that recirculation is on.  If I toggle the recirc button on and off again, the CO2 drops back down, indicating that it's genuinely off.

 

Has anyone else noted this?  Is there a way to default recirculation to be off, and also, to get the indicator to correctly report its state?

Could you please test the initial 10 minutes CO2 monitor? It's possible that it might take about 4-5 minutes to start recirculating properly. Thanks a bunch!

Is it to do with ... the temperature the inside is set at, vs., the outside temperature? 

My car does it if it's, for example, very hot outside, and I am trying to cool the car with the inside temp., set lower.
