So for all you technical people, can you venture to give an opinion on this hypothetical scenario:

Your car, any car,  resides in the north of England and your vehicle registration number is cloned and passed to a crook in London who buys a pair of plates and fits them to his/her car.   Ignore the ULEZ benefit as most modern Toyotas will meet the ULEZ exemption  charge.   Consider this scenario as one to avoid road tax and insurance for an identical car and also to avoid any fines, parking, speeding etc.  

My question is this:  Would Toyota or Lexus be able to say where your car was on any given date/time using the car's GPS locator in a similar way you can locate your car via the My Toyota App on a phone.   Am I right in thinking my 2 cars are transmitting a signal at all time or only when running.   If the car is transmitting a signal do you believe Toyota or Lexus would aid you in a defense against a fraudulent action.

Don't see why not. But u probably don't need to worry as this happens a lot and the law have ways to know it was not u.

In a word, no, log an incident with the police they will put a marker on the car as soon as it hits ANPR/Ulez  they can pick it up

Police will mark the plate with tape and take a picture of the real car to ID it

No Toyota wouldn't get involved as it is a criminal matter and they would advise to phone the police. As flash22 post above this a the best way to deal with this.👍

No - if a manufacturer were able to do this, it would already be happening. Aside from thst they haven't the resource to get involved in tracking cars in this way. 

If you wanted this type of service, I would suggest a security tracking service would be more appropriate.

I have a unique sticker on the rear of the car so any ANPR picture of a cloned numberplate would be minus the sticker.  Not foolproof but responding to a ticket/summons with a pic of your rear-end (car please) may help in challenging a fine.  I have pics stored on Google pics showing the date of the sticker being applied. 

Maybe stick your Toyota Owners Club sticker next to your numberplate (not on it, of course).

Does the number plate have the details of who supplied it? Unlikely the clone would have the same supplier of plates.

Doubt you could read it from an ANPR camera image as the text is very small and camera image only concentrating on the numberplate characters. "show plates" bought for £10 on eBay won't have suppliers name on them.

There are other, non-car ways to prove you weren't there.

I assume you have credit cards, etc. These can be used in conjunction with CCTV from, say, petrol stations or supermarkets.

Mobile phone is another.

Lots of ways you can prove that temporally, it is impossible for you to have been in London with your car.

As ANPR is more widespread than people think, the LACK of pings between you and London would also prove you weren't there, if you got desperate. You'd otherwise hit cameras on the motorway, and elsewhere on the way down/up.
