Removing rear licence plate light cover?

Hi, I have an issue with opening my boot, and I need to replace the switch beneath the rear cover. This would be easy if one of the bolts wasn't rusted. If I try to loosen it from inside the panel, it spins on the outside (under the cover). 

Any ideas on how to remove the cover to access the other end of the bolt?

  Hi Craig !

  A couple of years ago I had to install a rear camera and wiring, for this I had to dismantle all the finishing inside the back door, even this above number plate ornament that is fixed in four 6mm bolts. After removing these things you have access to hatch door switch.

  I think that with maximum care and skill you have acces at these four bolts from inside, removing the small lid where you get acces to number plate lamps to.
