Pulsating brake pedal T25 help

Hi, all


So I’m having what I understand is a rather common issue on these cars, 06 2.0D Avensis T25. 
When braking at low speed below 5 mph, my brake pedal is shuddering/pulsating. It’s definitely the ABS kicking in, cause if I turn off the car whilst braking at low speed - the sound and pedal goes back to ‘normal’. Also, rotors and pads are brand new and even so it’s not the issue here. 
 

I’ve tried both cleaning the sensor + ABS rings on axles, and replaced the sensor with no luck. That leaves me to think I might need to replace the ABS unit/pump next, which obviously is a more expensive part. 
 

So I just wanted to see if anyone have experienced this and know of any solutions…

Check for a split reluctor, they are not always as easy to see as the one in the picture.

I don't have a soution I'm afriad - but I'd thought I'd register my interest in this topic as I still have this problem in my Mk1 1998 Avensis that I posted about in January 2023 at the below link. The problem is worse now than when it first occured and now happens almost every time I brake at low speed.
