2005 Corolla D-4D pwr heat/diesel heater/addition heater

Hi! Recently bought a 2005 Corolla D-4D, which is equipped with a button that looks like a pwr heat button without any text. Manual says its an addition heater that takes approx 70 seconds to start after pressing the button.

Button lights up orange/yellow, but nothing happens. No sound, no smoke, doesn't increase revs etc. Since the button lights up, the fuses must be alright? Tried locating the fuses, but the manual didn't really tell me where to look. Any ideas why this doesn't work? Currently going towards winter in Norway, so this function would be a blessing.
