Company car of the topic model what is meant to be paid for private miles fleet saying 16p but the mpg and CO2 would suggest the lower rate should be paid. Anyone with any idea and proof of why would be greatly appreciated.

It's based purely on the engine size and fuel type, so 16p per mile is correct for a 1.8 petrol. No special allowance is made for hybrids. 

The government take an average fuel consumption figure for all cars of that engine size band in order to work out the rate per mile. Unfortunately you can't adjust it just because your own particular car happens to be more or less economical than that average figure.

I thought as much, the fuel level does says its advisory and also

You will not need to use the advisory rates where you can show that employees cover the full cost of private fuel by repaying at a lower mileage rate.

 

With the mean mpg being so much higher than the lower rate I have a ton of field ops pecking my head. I've gone round in circles and I want to have some positive news for them but I am sure its engine size the tax man will stick to

Yes, I should have been clearer that those rates are only advisory, so if you can demonstrate that the actual rate per mile is consistently lower you could  actually use your own rate instead of the government's . The main thing is to keep detailed calculations of how you've arrived at your own rate per mile as HMRC may well ask to see them if you have a PAYE inspection.
