Avensis 2016 12 V power socket/cigarette lighter no power

So I thought I'd have a go at trying to resolve the issue of no power to the power socket in the center console arm rest bit today.

I've tried the fuses in the fuse box underneath the glove box (4, 23 and 24 as suggest here), I also tried the fuse behind the glovebox as suggest on a thread on this forum, they're all fine.

I've had a multimeter across the plug that plugs into the back of socket and there's no voltage across it.

There is continuity between the ground wire (white with black strip) and the cars chassis.  The connector for the positive looks good, the wire is not broken away from the metal inside the plug.

Is there anything I'm missing or am I going to have to trace the positive wire back to the fuse box?

This might sound basic, but just to be sure, are you aware that the socket is not live when the ignition is off?

Yes, I'm aware of that.  Tried it with engine running and just ignition too.
