Rear FOG Light doesn't work

My rear fog light doesn't work. I have checked the bulb and the fuse. I can hear that the relay turns on/clicks in the middle console.

When I measure the voltage at the bulb socket, I measure about 1,5 volts when the foglight is turned on. 

The fuse has 12V constantly, so im not sure what i should do to solve the problem.

I appreciate your help.

Hi, 

these cars usually have water leaks in boot and it’s because of rear light clusters. It is possible you have these problems too and as a result the clusters wire tracks might have become corroded. Best to check for moisture or water ingress under light clusters and in the spare wheel well. If any are present you will need to take both clusters off the car, clean thoroughly the body work they fit in, replace seals, check and clean any possible corrosion and refit all back in.

Assuming foglight is on hatchback tailgate and not on wing part. Then its likely a break in the wire in conduit to hatch. High resistance in break, causing drop in voltage.
