Hiace Stalling and No crank

1997 Toyota Hiace KZH138 with the 1KZ-TE engine. Van will intermittently stall while driving (on the highway). Most often it will start back up after coasting to the side of the road. On occassion it will take some time before it will start again. When it won't start I notice the CEL and Glow plug lights are not illuminated.
Now it won't start at all, again all lighs on dash illuminate when key is ON or ACC but not the CEL or glow plug. It won't crank, no clicking from starter. When it stalled on highway there was no sputtering, engine just shuts off without any symptoms or warning.

Altenator is new, voltage at Battery is 12+ when off and 14.4 when running. ECU was swapped and no change. Replaced 2 relays (spill valve and diesel main engine) and no change. Starter was rebuilt a year ago and no issues since, again it won't even click likes electricity is getting to the starter.

Any ideas on where to start?
