Avensis D4D 2001 fuel pump failure

Hi guys, my dad's car has been failing for some time now, the car is starting nice always, it drives on low speeds ,but when rpm higher +2500 the car just won't accelerate anymore than that, on hills it would drive like a car without turbo, there's a yellow engine failure light on the dashboard. I friend put it on scanner and it shows fuel pump issue, so he directly told me is the injection fuel pump that needs to be replaced. I have read about SCV valves that might need some cleaning, this car never had anything like that done before, so is there any chance that these valves might be wrong and it would indicate fuel pump failure? Or anything else ? Thanks
