Data source for inbuilt satnav

Do I need to have bluetooth tethering on my phone for the inbuilt satnav to get traffic and other data or does it use the inbuilt data connection. I've tried experimenting but still not sure.

It uses the vehicles built in DCM ( Data Communication Module ) 

Have you activated all the smart services for your vehicle via your My Toyota smart phone app / online portal?

Doesnt the dcm require the purchase of a data plan?

and 

can you not just tether to your phone hotspot instead?

All smart services working. Just not sure where traffic updates come from. If its DCM thats good as my wife can then drive using inbuilt satnav without having to tether
