Electrical Gremlins

First it was Cruise Control, stopped working months ago. 

Then it was the starter NOT starting (replaced starter battery). Caution lights been on ever since. 

Most challenging of all and recently, low beam headlights cutting out. I've replaced bulbs, no win. Following this forum about bulbs and Ballasts ($600AUD/ per ballast). 

Im NOW seeking more reassurance its the ballast before spending the money. And can I test the ballast to confirm diagnostic? 

All intel on Ballast i.e. How to remove, where to find it, how to test it etc would be welcome. 

PLUS, all other considerations and possabilities for issues explained.

First off, scan the car for codes

both ballasts failing is slim, do the tail and brake lights work?

Pick 1 circuit and diagnose it - fuses and relays first - if the relay is not working it's on the control side

 

does the horn work ? any airbag lights on ??
