LDA and PCS present in settings but not functional

HI guys I have the LDA lane departure or PCS iPre Collision functionalities  present in the settings but you cannot turn them on or off. So does that mean they are not available for Design CHR PHEV mode? However  can I turn them on with my Carista EVO dongle by plugging it into the vehicle's OBD socket ??

The million dollar question is if they are not available why are they there in the first place and I am not particularly bothered by the absence of LDA functionality but it would have been nice to have PCS.
