Are USB and cigarette lighter ports live?

Have a 2016 x-play Aygo and wondered if anyone could advise if the usb port and/or cigarette lighter port would drain the Battery if something was plugged into them with the ignition off?

i woukd line to plug in my dash cam into the cigarette lighter via a usb adapter which powers up and turns on with the ignition key is turned on and the camera turns off when the ignition is turned off (just like in my previous car) however the sales person advised against this as they said even though the camera would turn off, the Battery would still pass a live feed through and drain the Battery, and advised unplugging the usb every time its not in use - is this true?

My camera is plugged in to the cigarette lighter and I leave it it all the time I personally don't see an issue but I might be wrong I am sure one of the other owners on here will shed more light on it

On most modern cars, the cig lighter socket goes dead when the car is off. Use a USB adapter with an LED indicator or illuminated ports (many of them have one or the other). That way, you can check for peace of mind.
