Rav4 2005 Electric Window loses power when going up or down

Rav4 2005 FWD.

My rear driver window goes down with no problem in the beginning (vehicle turned on) but I have to wait for 30 seconds for it to go up. If I attempt to make window go up right away without waiting, it will move slowly and eventually stop moving and not reaching to close the window. Then I have to wait a few seconds more for it to go up again. Same when I finish going up, I have to wait for window to go down. It's like it loses power in the process of going up or down. Any idea what might be the issue?
