Gt turbo issues !!help/info needed

Rite lads and ladies since buying the starlet ive noticed 1. Its not not pulling like it should it seems like its holding backbor hesitating and a friend said its giving a tiny flame ball from out the tailpipe wen i accelerate and let off which it shouldnt for a standard car. Ive drove 1 or 2 before buying my own and they pulled alot stronger could it be ignition related ? Problem no 2. As soon as i flick the key on the radiator fan comes on? It still has aircon (for now 😁) its only a fresh import  i know about bridging the the aircon connector and the sensor on the thermo housing is brand new any other places to chrck up on. Also its standard rad and fan not upgraded. Thanks on advance

My first guess is either it's got a dodgy remap on it or there's a duff sensor causing overfuelling. Or maybe a turbo hose is leaking boost?
