Heater problem proace city van

When I go from colt to hot on the proace city van it blows cold air until I hit the 21° mark then it blasts out the hottest air it can and with a small turn back to 19.5° it’s cold again a/c is fine and blower fan is all good any ideas what the issue is please thanks
