Toyota Corolla Vida Speedo and rev counter problem

Hi all Toyota Fans,

Toyota Corrolla Vida 1.4 petrol - year 2000

Hope you can help me with my problem please? After receiving my car back on a low-loader after the wing was damaged, I noticed the Battery was flat for reasons unknown, after jumping the Battery, the Battery charged and the battery is sound- but? on  turning the ignition on and at a standstill the speedo needle goes up to 15 mph and the rev counter also goes up. I disconnected the battery for a few hours and let it sit, then reconnected but the problem is still the same.  I took the car to a garage but they were unable to fix the problem as they said they were not familiar with Toyota's.  E.G. On driving the vehicle at 45mph the speedo says i'm doing 60 mph,etc.

Has anybody else had the problem or issues as described??

Any help would be appreciated.
