How to keep the air recirculation on as default every trip

Its really irritating beyond belief that air recirculation setting in my Yaris hybrid 2018 is so erratic (left star in image).  Am just trying to set it so its always on when I get in and start the car.

 Like all summer it retains its memory so even if I press front demist button, air recirculation is always on.  But when winter starts it always goes off after every ignition off, or anytime I am pressing front demist.  Then i only notice when am getting gassed and coughing from the traffic fumes. But then it seems at other times it re-learns my preferences.  SO I cant even establish a discipline or rule about what to do every time I get into the yaris.

What am I missing here, does your yaris from that generation do the same  ?  Must drive people in high pollution cities nuts..  there must be a way to keep it on all the time ?
