Hi, can anyone help

I've done the cam belt my self 70k ago, no problems, so it was time to do it again,  went through the same process, but something has happend, when I turned it over just for two seconds, it did sound right. I've taken it all apart again ,and it looks as tho the timing has slipped,or the belt has slipped, perhaps the tensioner failed. 

Anyway, can I reset the timing by turning the crank and cam pullys separately or will it snag internally
