Dealer Ripping Me Off?

I have a carina e which is making a noise when turning, the fluid needs topping up occasionaly and seems to be leaking through a steering gaiter, the dealer says I need a new steering rack. I reckon it is just a leak in the pump, but am not experienced with powered steering problems

If the oil is leaking through the gaitor then yes you need a new rack as the seals have gone inside, I'm sure Toyota still do a repair kit, but with the labour involved & the fact that a dealer wouldnt garantee a rebuild then a new or recon rack seems to be the answer.
