Due to the nature of my job, my Tacoma sits in the driveway for about a month at a time without being driven. (Maybe) as a result the left-rear emergency brake lever (the arm that the actual cable attaches to) doesn't release when the e-brake is released, due to the heavy buildup of rust. The cable goes slack and although it's possible to tunk the lever back to the 'released' position with a mallet, the return-spring isn't strong enough to overcome the rusty on the pivoty-part (not its technical name).

I had it freed up a year ago by the garage that inspected (and failed for the same reason until they fixed it) the truck, but this year it just failed again for the same reason.

My questions: Is the fact that the truck sits outside for a month without being driven a contributing factor? I've tried leaving it without the brake on but I don't think it matters. Is there any kind of coating (grease, WD40, etc.) that I can put on it that will prevent it? Is it just coincidence that this only affects the left-rear lever and not the one on the right?

Any thoughts, observations, or tips are welcome. Thanks a lot.
