Dash Lights

Hi

Can someone clear up a problem for me on a 91 land cruiser LWB 4.2diesel on the instrument cluster there is an red and Green light which light up when the engine is reved or running,

Now with the ignition ON but the engine is not running these lights flicker and flash has anyone have any ideas why this is happening

Are these lights econo lights or to tell me there is a problem with the turbo/engine.
