Starlet Overhating!?

Hello,

I have a rather unique situation, my parents living in Africa, own a Japanese import starlet ~ 1989 i think. It has been overheating as of late and my dad who is both a mechanic and mechanical engineer for the last 30yrs cannot find the cause. The local toyota dealer isnt of much help either as the African toyotas dont have nearly as much electronics in them as the Imports. Anyone come across this situation before? Please help, driving around africa with the heater on full all the time so as to avoid overheating is not the most pleasant experience :D
