Help - Black Smoke

I have 1990 Lucida 2.2 4wd, wonderful car until it started throwing out black/dark grey smoke on building rev's, especially after idling. Have been suggested that it could be oil stem seals/turbo seal, and have been quoted £1200.00 to put right. I have no idea on these things, is this figure excessive? Also, does anyone know of a garage in Gloucestershire which deals/fixes japanese imports like these, alot of my local garages are reluctant to touch them.

the diagnosis sounds about right, the price seems a little steep, but for the head to come off, the engines gonna have to come out, which is where i think the cost is gonna be. Just try getting a few more quotes, maybe from smaller independant capable garages. Alternatively, think about a second hand engine.
