Lazy And Erratic Headlamps

i have headlamp trouble on my rev2 tubby.

passenger side is a bit lazy and you can manually pull it up an inch once it has reached its full position. ive tried adjusting that screw thingy on the back but it tops out before the headlamp goes higher (it does lower it however), and jumps out of my fingers (scaring me every time!!).

drivers side reaches full height but when u turn the lights off or have just flashed someone, instead of going down and staying, it starts going up and down non stop like its winking at people. as well as frustrating this is also quite embarrasing, as the only way to stop it is to put it to bottom notch on light stalk at just the right time and then turn off ignition, then put lights on - then off again, to make it stay!
