I have a 1985 Landcruiser FJ60, which has 130k miles. The EGR valve fully engages when throttle is pushed past idle. There is a VSV which controls the EGR, and it tests fine. The EGR was replaced in 1996, and it tests as having no vacum leak or other detectable problems. This is a USA model, so there may be no one here familiar with the system.

All hoses check out fine.
