Tips On Fitting Mudflaps

Hi,

I've got a 1997 Starlet and want to fit a set of mudflaps, front and rear. The mudflaps are Toyota branded and have 3 self tapping screws for each flap (No guide holes in the flaps to show where to tap through...)

I've noticed that there's some kind of plastic arch cover under the front arches. Also on the rear there seems to be no metal to self tap into as the plastic bumper is there.

Any suggestions on how to fit the mudflaps on the front (ie: underneath or above the plastic arch cover) and the back (Will tapping into plastic be ok?).

...Or am I just worrying for nothing?
