Steering Problems On 1999 Avensis

For the last two weeks the steering in my 1.8gs has been over light and has a lot more travel on the steering wheel when driving in a straight line and taking corners is a guess as to how much turning the car needs!!. I thought that replacing the tyres (needed replacing) and having the tracking done would cure but this is not so.

The rack was changed in 2003 but there was a delay due to a recall of the initial replacement.

Does anyone have any ideas what this is could be / has anyone had similar??
