Well yes and no, when you register you get a free 60-day trial account, after the 60 days if you don't join the club your site access becomes some what restricted.

Another good gtfour related club is

gt4dc.co.uk

joining above club is free up till april then £10 a year, however you'll still be able to access the forums etc if you don't join the club instead of being restricted like on gt4oc. gt4dc is also more driver focused i.e. aimed more towards people who like to do track days and alike.
