Help Townace - Late Shifting Gear 1-2 But 2-3 Is Very Fast

guys, what could be the problem when Townace A/T - late shifting gear in 1st to 2nd but 2nd to 3rd is very fast, almost skipping 2nd gear to 3rd gear...

it's my Father's Townie, how often should he change the Gear Oil?

he said he got gear oil changed 2 years ago. he only use the Townie for short travels in our city.

my brother tried increasing the Governor. and the shifting improved, just a little late from 1st to 2nd. however, 2nd to 3rd is still very fast, almost skipping 2nd gear to 3rd gear... and the Power is too Powerful and will also drink diesel like a thirsty man... tried every adjusments but cannot get the right one to help solve 1st to 2nd gear problem. increasing the Power through adjusting Governor was not the solution.
