I think it's just a device to avoid fuel cut. It clamps the output from the MAP sensor so the ECU never see's an overboost condition. It won't actually have any direct performance effects by itself, you need to do some other stuff to actually increase the boost pressure.

There are two types of this device, the simplist ones just avoid fuel cut altogether (not very safe), the better ones raise the threshold before fuel cut occurs (safer). Not entirely sure which type this one is.

Oh, and it's not worth £500, that's for sure!
