1990 Gt Problem With Bonnet Opening And Q About Timing Belt

Have a 1990 1.3 GL with 60K on the clock. When does the timing belt need altering (or is it a chain? if so what needs doing to this) The most pressing problem is that the bonnet opening mechanism has either snapped or disconnected so cant ope the bonnet anyone have any idea how to do this without the lever inside the car. Cheers
