Gas Fill Problems - 1999 Corolla Le

This problem has been happening on-and-off over the last few years. Sometimes when we're filling the gas tank, the gas flow shuts off before the tank is full. Sometimes it's severe and you can't hardly get any gas into the tank, and sometimes it doesn't happen at all.

In addition, my check engine light has been coming on (on-and-off) and the error code says loose gas cap. The gas cap is on tight! I don't know if this is related or if they're two totally separate problems.

I was thinking of buying a new gas cap to see if that fixes the engine light, but don't see how that would solve the auto-fill problem. I wanted to check to see if anyone else had ever had a similar problem.

You are in the US right? it has something to do with the EVAP system or rear charcoal canister.
