Ignition Only After Second Attempt

I have some problems with ignition on my Corolla E12, 1.4. When the motor is cold, it never starts with first attempt. Motor dies after a second or two, if it ignites.

When the motor is warm, it starts without any problems.

At the second attempt, it always starts without problems.

A year ago, this used to happen, but not every time (even though it used to start without problems at winter).

Toyota dealer response was that this behaviour was normal. I did not get any information why this would be normal.

Does anyone else have similar problem, or even solution? I suppose it could be ECU?
