Rpm Hike To 1500- Faulty Isc Valve?

Dear Folks,

My Corolla (AE111) has been running smoothly for years until recently the RPM jump up to 1500 helplessly. Initial checking at the throttle cable did not suspect any pre-stress of the cable itself and until when I send it to the workshop, the technicicans said "some"component is dirty (mabe there is some blockage to fuel passage). Simple servicing has been done to the engine but it seems like the RPM insisted to stay at 1500.

Does anyone here encountered such a problem before? Some of my friends suggested that the ISC Valve is problematic and hence require change. How do I know if it is truely the ISC Valve is to be blame and how much will it cost approximately to change that piece?
