Rav4 Brake Problems

I have been a loyal Toyota customer since 1991 during which time I have purchased 5 vehicles. All were Corolla's except my last purchase which is a 2001 RAV4. I purchsed the car new and within a short period of time I noticed brake noise. June of 2002 Toyota had a recall for the brakes. I brought my car to the local dealership and they replaced the "disc brake pad kit and the brake drum" at no charge. My car had 27,000 miles on it when this repair was done. Now at 48,000 miles I again have the same squeaking noises from my brakes and brought it back the the same dealership. They replaced the front disc, pad kit disc brake and front rotors and pads and C/A rear brakes for a total cost of $542.44. This is just 21,000 miles of usage. I think it is outrageous that my brakes have to be replaced :angry: twice before reaching 50,000 miles of normal usage. Do I need to plan on brake replacements every 20,000 miles or every year? Is there a design flaw with the RAV4? Thanks for any help you can offer. :(
