Power Steering

Hi, I have a 1994 3 door rav, have a problem with the power steering when the car is cold. The steering is very stiff and clunky when trying to lock over. Also, a loud squeeling noise as you lock. I've checked fluid level is ok, but I suspect either the pump or the rack has had it.

Can someone confirm if it's either of these, if its something else, or if you've had any similar problems?

Is the power steering pump belt tight?

Is the power steering pump belt tight?

I assume the pump is driven from the long timing belt on the left hand side of the engine in which case it is tight but i will check again. thanks for the help pete.c,
