Immobiliser Reprogramming

I have been trying to reprogramme a secondhand remote on to my 2001 avensis. the remote lock/unlock buttons work fine but the immobiliser function will not programme It has been suggested that their is a limited number of times that you can programme a new key into the ecu and that this may have been exceeded Does anyone have the answer or a suggestion I have a warning lamp built into the dash near to the windscreen demister vents that doesnt seem to do anything and the drivers door occasionally omits a strange noise on locking ....could these be signs???????????????
