Pevia Heater Stays Cool

My 92 Previa heating system seems to stay cool and the temp gauge stays very low , it dose move but only up 2 points. my fan never blows hot but the engin seems to run ok , can eneyone help Thanks Robert . Email rybos@lineone.net
