Middle Air Blower And Door Seal

Hi guys this is my first post so go lightly if its stupid!!

My centre console air blower doesnt seem to be working. The 2 side ones do and the one under the windscreen does. Can i ask a silly question but is there a way to turn it on and off....like at the side ones there is the wee slidey thing for on and off....is there one of those for the middle...

if not then is it maybe blocked or something??

Another problem ive got is that when i go fast, over 70 anyway...(i know i'm a bad person but sometimes im in a hurry!!)...my passenger door window whistles....now the window doesnt leak water so any tips to prevent the whistling cos its really annoying!!

any help greatly appreciated...
