On-car Wheel Blanacing

Hi, I have a new 2007 Avensis 2.0 vvti and from day zero, my car had steering vibration problems. The only way of solving them is by balancing my wheels on-car. I think that this is not an acceptable solution. I think that on-car wheel balancing is required when something on the car is not balanced (i.e., when the car is 20 years old). Moreover, if I start replacing components of the car then sooner or later I will find the one causing the imbalance problem. Thus, this is something that should be treated withing my car guarantee. What do you think?

Well I just received the reply from Toyota Greece. The say that on-car wheel balancing is officially approved by Toyota so they can do nothing about this. Would you accept this answer if your brand new car needs on-car wheel balancing?

Furthermore, can somebody tell me if 225/45R17 tires is a supported size for Avensis 2.0 vvti executive. (Original Tires are 215/50/R17).
