Power Steering Question

Hello folks, I'm a newbie on the forum, and I have a question about the steering on my 94 Rav4. There's resistance near full lock, especially when turning left - the steering wheel "wobbles", as if it's trying to fight against being turned. I had a look with someone else turning the wheel, and the only thing I could see was the belt slipping on the pulley, so that the pulley stops and starts. Could it just be the belt or is it likely that something else is going on?

Have you checked the power steering fluid level ?

Yes it could well be the belt. If it slips under high load it will remove the assistance then when it feels no load the belt will pick up again and the result will be the symptoms you decribe. It will also Kn@cker the belt if it hasn't done so already. Pay particular attention to it and if it sows any sign of splitting, threading or bottoming in the pully (if it is a vee belt) then replace it.
